TONY ABBOTT says existing alcohol restrictions in central Australia should be enforced
before even tougher measures to curb drinking among indigenous people are considered.
The opposition leader is in Alice Springs as part of his push for a fresh intervention
in the Northern Territory.
He has public drinking and truancy in his sights .. telling ABC radio if parents can't
get their kids to school they should be fined .. just like they would be in Sydney or
Melbourne.

QLD:Lockyer Valley spared more floods
BRISBANE, Feb 14 AAP - Residents living in the flood-ravaged Lockyer Valley, west of
Brisbane, have been spared more flash floods.
The weather bureau issued a severe weather warning for the Lockyer Valley on Monday
afternoon, saying a storm had developed in the Beaudesert area, southwest of Brisbane
and was tracking towards the valley.
Residents were bracing for heavy rain and flash floods but Queensland's Bureau of Meteorology
severe weather forecaster Michael Knepp told AAP the storm was no longer a threat.
"Between 50mm to 100mm of rain fell in Beaudesert but as the storm moved northwest
towards the Lockyer Valley it weakened and has petered out," Mr Knepp said.
Since January 10 when a wall of water hit Toowoomba and Lockyer Valley towns, police
have discovered 22 bodies.
The majority of flood casualties came from the Lockyer Valley.

BRISBANE, Aug 31 AAP - A man has died and three others were injured in a vehicle rollover
at a central Queensland mine site.
The four civil engineering contractors were working at Wesfarmers' Curragh mine, near
Blackwater, when the four-wheel drive crashed at 10.50am (AEST) on Tuesday, RACQ Capricorn
Rescue says.
Crewman Matthew Brandon said the man was trapped in the vehicle before being taken
to Blackwater Hospital by ambulance suffering head, pelvic and internal injuries.
The man suffered a cardiac arrest at the hospital and efforts to resuscitate him failed.
The three other contractors aged 23, 30 and 51 were treated on scene for minor injuries.
Curragh executive general manager Rod Bridges said the men - who had been employed
for the past 18 months to work on construction of water storage dams - were driving along
a flat haul road when the vehicle rolled.
"It was a very good open flat area with extremely good road conditions on a main haul
road," he told AAP.
"It's the first fatality that people can remember. We are very proud of our safety
performance on site."
Aerial photos taken by the rescue helicopter show circular tyre marks at the accident
site, but Mr Bridges denies the contractors were doing "donuts" in the vehicle prior to
the accident.
"I can confirm they were not skylarking," Mr Bridges said.
"I visited the scene. There are no donuts on the scene."
Three investigations will be carried out by police, the Department of Mines and Curragh Mine.
Police say mine inspectors are assisting the forensic crash unit with investigations
and police are preparing a report for the coroner.
The mine, which has been operating for 26 years, closed from 3pm (AEST) on Tuesday
to 6pm (AEST) Wednesday as a sign of respect to the man's family.

JOHN BRUMBY's been accused of pre-judging his own government review by saying an independent
anti-corruption commission in Victoria isn't necessary.
The Victorian premier's been defiant in recent days over calls for such a commission

But the Law Institute of Victoria says there's a strong case for a new government approach

Grave fears are held for a missing West Australian man who disappeared off the island
of Lombok in Indonesia four days ago.
25 year old MATTHEW PETER HAMBLIN hasn't been seen since snorkelling by himself last Wednesday.
Indonesian authorities say conditions weren't ideal at the time and they're concerned
he may not have survived.
ABC On-line says his family has paid for a helicopter to join the search today.

SYDNEY, Dec 30 AAP - A man is in hospital and a south Sydney home has been extensively
damaged after a vehicle ploughed into the building.
Police believe the man drove through an intersection and smashed into the front of
the house in Avenel Road, Gymea, about 9.30am (AEDT) on Tuesday.
No one in the house was injured and the man was taken to Sutherland Hospital by ambulance.
A hospital spokeswoman said he was in a stable condition.
Fire crews have propped up the home with poles and will try to remove the car once
they have examined the damage.

BEIJING, Aug 20 AFP - Great Britain's 400m Olympic champion Christine Ohuruogu's beaming
smile lit up the Bird's Nest Stadium - now she's planning a repeat triumph on home ground
in London in 2012.
The 24-year-old was brought up in Stratford in the east of London, where the main stadium
is being built for the next Games.
"It (Stratford) is literally on my doorstep and 15 minutes away from where my parents
live and where I was brought up and lived all my life," she said.
"That would be quite something to come out on the track and compete in front of my
home fans ... Cathy Freeman all over again!" added Ohuruogu, referring to the Australian
icon who produced one of the great Olympic moments when winning the 400m title in Sydney
in 2000.
However, while the champion would appear to be the perfect poster girl for promoting
the Olympics, given her local roots, there will be those, not least the British Olympic
Association (BOA), who may not be so keen to have her all over the promotional material.
For Ohuruogu and the BOA are not exactly the best of friends.
Yesterday she produced a stunning run to eclipse hot favourite Sanya Richards in a
race that she could not have envisaged competing in a year ago.
Then she was awaiting the result of her appeal against the BOA's by-law forbidding
any athlete who has served a ban for infringing doping regulations to represent Great
Britain at the Olympics.
Ohuruogu, one of 10 children of Nigerian descent, won her appeal against the year-long
suspension imposed for having missed three drugs tests.
"I am a fighter and will always fight to the end. This is something I have learnt from
my childhood and it has only got stronger as I have grown older," she said.
"My parents instilled pretty strong values in all of us and I have retained them."
However, even in her moment of glory, when she added the Olympic title to her world
and Commonwealth crowns, Ohuruogu had to play a straight bat to loaded questions about
whether she deserved to be sitting where she was as Olympic champion.
"I don't really care what people think or say. They can say what they like. I came
her for a particular thing, I have got it and I am delighted with myself," said Ohuruogu.
"I have served my time and while I was stupid, it was not done out of a desire to cheat
the system, it was sheer vagueness and for that I could kick myself."

Vic: Detectives establish crime scene at fire after body find
Homicide and arson squad detectives are investigating the death of a man following
a fire in a house in Melbourne's west yesterday.
Metropolitan Fire Brigade crews were called to the house in Hyde Street at Footscray
.. shortly before nine o'clock (AEST) last night.
Police say a neighbour .. who noticed smoke coming from the house .. found the body
of a man in his 40s in the kitchen.
Firefighters found a second man who had been sleeping in the house .. and he was taken
to the Royal Melbourne Hospital with smoke inhalation.
Police have confirmed a crime scene has been established .. and they're investigating
the circumstances of the man's death.

Police say the death of a man who fell from a balcony in western Sydney last month
is being treated as suspicious.
39 year old NEVILLE DOWER suffered massive internal injuries after plummeting from
the second floor balcony of a unit complex in Santley Crescent at Kingswood on November
25.
A strike force has been established to investigate the circumstances surrounding his death.
Detectives are examining the possibility Mr DOWER was involved in a fight with another
man before his fall from the balcony.
Police have renewed their appeal for any witnesses to the incident to come forward
.. and anyone with information is urged to contact Crime Stoppers on 1800 333 000.

A 50-year-old man's been charged with murder after an elderly man was found dead in
his Canberra home.
The 81-year-old's body was found in the Duffy house in southern Canberra .. at 3 pm yesterday.

The commemoration of the 1966 Wave Hill strike of indigenous pastoral workers will
continue today in the communities of Kalkaringi and Daguragu .. about 800 kilometres south
of Darwin.
Speakers marking the strike's 40th anniversary yesterday said the rights won during
the Aboriginal land rights movement are currently being eroded.
While the 1966 walk off was initially seen as a strike for wages and living conditions
.. it soon became about the Gurindji people's rights to their traditional land.

SYDNEY, April 12 AAP - A doctor found guilty of almost 100 counts of dishonestly obtaining
Medicare benefits has had her conviction quashed in a Sydney court.
Suman Sood, the former owner of the Fairfield Women's Health Clinic, was convicted
in April last year of 96 counts of Medicare fraud.
The Crown alleged that at the same time Dr Sood was bulk-billing the commonwealth for
abortion services, she was illegally charging patients an out-of-pocket cash fee for the
procedure.
Using a sliding scale for fees, Dr Sood charged an additional $120 if a pregnancy was
terminated at 12 weeks, and up to $1,000 for pregnancies terminated at 19 weeks.
Dr Sood was sentenced to 300 hours of community service and fined more than $20,000.
But in a majority verdict in the NSW Court of Criminal Appeal today, Dr Sood's appeal
application was allowed, and her conviction and sentence overturned.
A new trial was ordered.
Dr Sood, while giving evidence in her first trial, denied planning to rig the system.
"She denied that she had any dishonest intention," Chief Justice James Spigelman said
in his judgment.
"She said she believed that she was entitled to charge the additional fees because
the relevant item did not include any of the other services she provided."
Dr Sood gave evidence that other abortion clinics were charging additional fees for
counselling and the use of theatres because they considered them to be additional services.
"It is impossible rationally to exclude such a reasonable possibility," Justice Michael
Adams, the second ruling judge, said in his judgment.
"The circumstances here are inherently and irreducibly ambiguous."
Justice Carolyn Simpson was the third ruling judge.
A date for a new trial is yet to be set.

Derbez presents competition program for footwear industry.

Mexicana-Airbus Leasing Deal Is Fleet Renewal, Not Growth: Airline CEO.

Mexican No. 2 airline Mexicana on Monday said seven new Airbus aircraft it plans to lease from the French consortium would be used to replace aging planes rather than to expand its fleet, according to a report in Mexico City daily Reforma. Mexicana CEO Fernando Flores said the company currently was close to signing a long-term leasing agreement on the Airbus aircraft, Reforma business columnist Dario Celis Estrada reported. Flores said replacement of old aircraft could see Mexicana cut its operating costs by up to 25 percent, according to the report. The forthcoming deal with Airbus will allow Mexicana to offload seven Boeing 727 aircraft, all of which are more than 20 years old. A further 20 Boeing 727 planes likely will replaced or decommissioned by Mexicana by December 2002, according to the report. At the same time, Mexicana reportedly plans to reduce its total fleet by three aircraft. Mexicana is controlled by airline holding company Cintra (BMV:CINTRA), which is majority-owned by the Mexican government.

Gilat Communications Ltd. Reports Substantial Revenue Growth For Second Quarter.

Gilat Communications Ltd. (NASDAQ; GICOF) reported financial results for the second quarter ended June 30, 2000, which showed substantial revenue growth of 111 percent to $ 19.0 million in the second quarter, from $9.0 million in the same quarter of 1999.
Total revenues increased to $33.5 million in the six months ended June 30, 2000 from $15.5 million in the same period of 1999.
Net loss for the second quarter was $3.7 million (-$0.31 per share), compared to a net income of $1.3 million ($0.12 per share) in the same period in 1999. Goodwill amortization included in the second quarter's financial results was $ 830,000 compared with $ 86,000 in the same period in 1999, mainly due to the recent acquisition of the company's subsidiaries and associated companies.
After one-time charges and goodwill amortization, net loss for the six months ended June 30, 2000 was $11.8 million (-$0.95 per share), or $6.1 million (-$0.49 per share), when disregarding the one-time charges of $5.7 million, compared with a net income of $1.8 million ($0.17 per share) in the same period in 1999. Goodwill amortization included in the financial results was $ 1.4 million compared with $173,000 in the same period in 1999, mainly due to the recent acquisition of the company's subsidiaries and associated companies.
This is the first full quarter of the combined operations of Gilat's acquisitions in the US. During this quarter, sales and marketing efforts, which were required to combine the three US operations into Mentergy Inc. and transform it into a leading e-learning full solution provider, were increased. As a result, selling, marketing, general and administrative expenses increased 239 percent to $7.8 million in the second quarter of 2000 from $2.3 million in the same quarter of 1999. The revenue results from these efforts are expected to be reflected in future financial results this year.
Commenting on the quarter, Gilat CEO and Chairman, Mr. Shlomo Tirosh said, " This quarter was significant not only for our record results, but also because it marks Mentergy's first quarter of combined activity in the United States. ATIS URGES COMMISSION TO ENSURE THAT ANY OUTAGE REPORTING FOR VOIP AND BROADBAND SERVICE PROVIDERS IS REASONABLE.
WASHINGTON -- The following information was released by the Alliance for Telecommunications Industry Solutions:
The Alliance for Telecommunications Industry Solutions (ATIS) submitted comments on behalf of its Network Reliability Steering Committee (NRSC) in response to the Federal Communications Commission's Proposed Extension of Part 4 of the Commission's Rules Regarding Outage Reporting to Interconnected Voice Over Internet Protocol Service Providers and Broadband Internet Service Providers. ATIS to expressed its view that the proposed expansion of the Commission's outage reporting rules to interconnected voice over internet protocol (VoIP) service providers or broadband internet service providers (ISPs) is not warranted.
To the extent that the Commission does impose such reporting obligations on interconnected VoIP service providers and broadband ISPs, ATIS notes that these obligations must be reasonable. Therefore, ATIS urges the Commission to ensure that any data collected is already readily available to reporting entities via the normal network management process. ATIS also opposes reporting obligations that would require the submission of performance characteristic data, such as latency or jitter.
For interconnected VoIP service providers, ATIS recommends that any reporting be based on similar criteria as is currently used for other service providers under Part 4 of the Commission's Rules. However, ATIS strongly urges the Commission to modify its outage reporting criteria for all filers to reduce burdens by, among other things, requiring the submission of outage reports only for outages that last at least 120 minutes, rather than the current 30 minute threshold.
"As the preeminent industry subject matter experts on communications network reliability and outage reporting, the NRSC has made an in-depth consideration of the Commission's extension of Part 4 of the outage reporting rules," said Susan Miller, President and CEO, ATIS. "Its analysis shows that voluntary, collaborative efforts are more effective than regulatory mandates in fostering cooperation, promoting innovation, and providing the flexibility needed to meet new and evolving challenges associated with ensuring communications reliability."
Google gets hammered by monsters it created; Search neutrality: Solving a problem that doesn't exist.(COMMENTARY)

You don't have to believe in karma to find the irony in the fact that the Web giant Google is finding itself in the cross hairs of the same pressure groups that it funded back when it was pushing heavily for network neutrality.
The latest cause celebre among this crowd is search neutrality, the idea that somehow the government needs to get into the business of Internet search engines.
After spending millions funding network-neutrality advocates when it was trying to pass along its bandwidth costs to consumers and companies such as Verizon and Comcast, Google is finding itself being opposed by its former allies, who are bent on finding another sector of the Internet to take over.
Beyond the Orwellian name similarity, search neutrality is the same concept as network neutrality except that instead of controlling cable Internet bills, the government would be controlling what you do or do not see when you pull up Bing or Google.
That may not seem like such a big deal at first because most of us couldn't remember the top hits for any of the search queries we use, but imagine if the concept were extended to other media: Instead of turning on the television and seeing the news your favorite TV or radio host has selected, you would see what the government told him he could say was the most important.
Not even the most ardent Fairness Doctrine supporters would advocate for this governmental intrusion into media. Search-neutrality supporters don't realize that the trust we give to people like Rush Limbaugh or Rachel Maddow to help us find the important news is the exact type of trust we give to search engines to retrieve the search results most relevant to what we're seeking.
Search-neutrality advocates are correct that there is no way we can know to what degree our results are colored by our search site's corporate ties or opinions, but that is hardly an argument for the government to insert itself into the search. After all, as legal scholar Eric Goldman recently noted at a conference on this subject sponsored by the libertarian think tank TechFreedom, no one is calling for the government to intervene in off-line media. We have no clue how newspapers decide what stories to print and where to print them, but we still can evaluate the papers and decide if it's of quality to us.
That certainly seems to be happening in the realm of search, where the Microsoft-owned Bing powered about 32 percent of searches in the past 12 months, according to Web statistics firm ComScore. There are many reasons for this, but surely one of them is that Bing sometimes is more useful in the results it returns. If Google continues to get the bad press it has received of late for leaning leftward in its policies, hiring and donations, there's no doubt it will lose market share from right-leaning Americans in the same way that CNN, the inventor of cable news, has lost much of its audience to Fox News Channel. Were Google to really skew results in favor of its many subsidiary sites, it also would lose market share if it made them less useful compared to Bing. If Google really got bad at skewing results, there are plenty of restraint-of-trade and anti-monopoly laws on the books to put a stop to it.
Dramatic government intervention in the search-engine market is also unlikely to be effective, largely because all the major services routinely recalibrate their indexing algorithms to block the influence of spammers whose goal is to move illegitimate sites higher up in search rankings. Glacial government has no chance at keeping up with such a frenetic pace. Even if it were able to do so, we have no indication that bureaucratic fiats would be any more effective at keeping our search results fair than the Fairness Doctrine was able to keep bias out of network television news.
Like its hardware-based predecessor network neutrality, search neutrality is a solution in search of a problem. There is no evidence of any widespread consumer need or request for the government to insert itself into our Web searches.

Research from University of Auckland Yields New Findings on Depression.
"Many schools engage in health promotion, health interventions, and services aimed at improving the health and well-being outcomes for students. The purpose of this study was to examine the effects of schools on student health risk-taking behaviors and depressive symptoms," scientists writing in the Journal of Adolescent Health report.
"A nationally representative sample (n = 9,056) of students from 96 secondary schools completed a health and well-being survey using Internet Tablets that included questions on school climate, health risk-taking behaviors, and mental health. Teachers (n = 2,901) and school administrators (n = 91) completed questionnaires on aspects of the school climate which included teacher well-being and burnout, the staff work environment, health and welfare services for students, and school organizational support for student health and well-being. Multilevel models were used to estimate school effects on the health risk-taking behaviors and depression symptoms among students. Schools where students reported a more positive school climate had fewer students with alcohol use problems, and fewer students engaging in violence and risky motor vehicle behaviors. Schools where teachers reported better health and welfare services for students had fewer students engaging in unsafe sexual health behaviors. Schools where teachers reported higher levels of well-being had fewer students reporting significant levels of depressive symptoms. More positive school climates and better school health and welfare services are associated with fewer health risk-taking behaviors among students," wrote S.J. Denny and colleagues, University of Auckland.
The researchers concluded: "However, the overall school effects were modest, especially for cigarette use and suicidal behaviors."
